Fewer mint sets remain in existence because some have been broken apart for collectors to obtain specific coins. Others have been damaged and mishandled, and large numbers of silver sets were melted when silver was high. More About US Mint Sets:

Packaging and coin content of U.S. government mint uncirculated coin sets has changed over the years. Early sets were housed in cardboard folders. Most middle and later years are housed in flexible mylar plastic-type envelopes, with the exception of 1966 and 1967 Special Mint sets. The special mint sets from these two years came in hard plastic holders.

Most mint sets consist of two envelopes of coins. One envelope contains the D (Denver mint) minted uncirculated coins and the other the P or plain mint mark (Philadephia mint) issued coins, although there are several exceptions. Usually, coins in these mint sets will show some bag marks, toning, or slight abrasions that occurred during the minting process.

Many of these coins were also made for general circulation. Therefore the above numbers do not necessarily indicate the total quantity of specific dates/mintmarks produced.
